The Bill was adopted on first and second readings on June 2, 1998, and June 16, 1998, respectively. Signed by the Mayor on July 8, 1998, it was assigned Act No. 12-416 and transmitted to both Houses of Congress for its review. D.C. Law 12-228 became effective on April 16, 1999.
