The Bill was adopted on first and second readings on July 8, 2003, and November 4, 2003, respectively. Signed by the Mayor on November 25, 2003, it was assigned Act No. 15-254 and transmitted to both Houses of Congress for its review. D.C. Law 15-87 became effective on March 10, 2004.
