D.C. Law 19-182. Residential Parking Protection Amendment Act of 2012.

AN ACT

To amend the District of Columbia Traffic Act, 1925 to limit the issuance of residential parking permits to full-time students with vehicles registered in another jurisdiction.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "Residential Parking Protection Amendment Act of 2012".

Sec. 2. Section 8(e)(4) of the District of Columbia Traffic Act of 1925, approved March 3, 1925 (43 Stat. 1123; D.C. Official Code § 50-1401.02(e)(4)), is amended by striking the phrase "and 3D09" and inserting the phrase "and 3D09. As of the effective date of the Residential Parking Protection Amendment Act of 2012, passed on 2nd reading on July 10, 2012 (Enrolled version of Bill 19-217), this provision shall also apply to full-time students who reside within the boundaries of ANC 3D01, 3D02, 3D07, 3D08, and 3D10." in its place.

Sec. 3. Applicability.

This act shall apply as of whichever occurs later:

(1) January 1, 2013; or

(2) Upon the inclusion of its fiscal effect in an approved budget and financial plan, as certified by the Chief Financial Officer to the Budget Director of the Council in a certification published by the Council in the District of Columbia Register.

Sec. 4. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02 (c)(3)).

Sec. 5. Effective date.

This act shall take effect following approval by the Mayor (or in the event of veto by the Mayor, action by Council to override the veto), a 30-day period of Congressional review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of Columbia Register.
