Law 9-86, the “District of Columbia Income and Franchise Tax Act of 1947 Amendment Act of 1992,” was introduced in Council and assigned Bill No. 9-344, which was referred to the Committee of the Whole. The Bill was adopted on first and second readings on December 3, 1991, and January 7, 1992, respectively. Approved without the signature of the Mayor on January 29, 1992, it was assigned Act No. 9-149 and transmitted to both Houses of Congress for its review. D.C. Law 9-86 became effective on March 20, 1992.
